Why does the engine size of a car make so much difference in car insurance quotes?

How is it that cars with bigger engines are much more expensive to insure? Surely a 1.0 litre car and a 2.5 V6 car both travelling at 70MPH for example will cause the same amount of damage (albeit the car that weighs more may have more momentum).

I can’t seem to work out the other side of this arguement. Is there anyone who could explain the difference please?
