im in uk on a work visa from oz. am i considered a uk resident, i need to book travel insurance to canada?

You are not a UK resident until and unless you have an indefinite leave to remain visa (permanent resident) stamped on your passport. And you will have to spend 5 years on work permit visa before being eligible to apply for indefinite leave to remain. Previously it was 4 years.
