Most companies will decline someone with COPD. You may want to contact an independent agent in your area to see if anything is available. Some companies have guaranteed issue domestic policies but those won’t cover traveling oversees. I don’t know of any travel policies that will cover you but there may be some. The local agent may be able to research that for you.

It would depend upon whether or not you are medically stable and able to travel right now. It would also depend upon when you first put money down on your trip. You can go to for tons of information on pre-existing medical conditions and how they are or are not covered. They also have on-line chat and a toll free number to call; where you actually get to talk to a real person.
