I am an Australian living in Canada without GHIP. Where can I buy travel insurance that doesn’t require GHIP?

Most travel insurers require applicants to have a GHIP. However I’m only living in Canada for a year, so I’m using travel insurance (for Canada only) instead of getting an Alberta Health Card. Is there any way I can get insurance for a holiday to Europe?
