Travel agents, although they need a license to sell it, don't understand insurance (as a general rule).  They just know they get paid more when they sell the travel insurance.  Buy travel insurance from an insurance agent who understands your other coverages.

Yes, if you're a US citizen YOU CAN buy a travel insurance policy to cover "unexpected recurrences" from a pre-existing condition IF you buy the coverage within (usually) 15 days of booking/making a deposit on a trip.  If you didn't do this you can get a travel medical insurance policy that will cover limited amounts of pre-existing conditions.

I buy "Travel Lite" to cover trip costs and medical which is not covered by "regular" health insurance outside the US whenever I take an international trip and you can look at it on my site if you'd like.
